Emergency Suspensions Ordered for Two Rockland County Bars

The New York State Liquor Authority (SLA) issued emergency suspensions for two Rockland County bars, Datronm, Inc, known locally as the "Noel’s” at 79 South Liberty Drive in Stony Point, and Robert Westbrooks, Inc, doing business as “Ye Olde Mill Inn” at Route 9W in Haverstraw. The suspensions were ordered by Members of the SLA, Chairman Dennis Rosen, Commissioner Jeanique Greene and Commissioner Noreen Healey at a meeting of the Full Board on Wednesday, November 30, 2011.

The suspension for Noel’s in Stony Point is based on an investigation conducted by the Rockland County Narcotics Task Force, the Stony Point Police Department, and the SLA.  The investigation, conducted over several years, resulted in the arrest of three individuals for ten documented sales of cocaine to confidential informants inside the premises.   Two of the three men arrested worked at the establishment, while the third utilized the bar as his base of operations. A subsequent interview by SLA investigators determined the licensee had knowledge of the illicit drug activity, but failed to alert police officials.  The licensee was charged with sixteen violations of the Alcoholic Beverage Control (ABC) Law and regulations.  The licensee has prior violations with the SLA, including a $1,500 penalty imposed in 2007 for consumption during prohibited hours, a $5,000 penalty in 2009 for disorderly premises, and a $7,000 penalty in 2011 for selling to a minor.

The suspension for the Ye Olde Mill Inn in Haverstraw is based on an investigation conducted by the Rockland County Narcotics Task Force, the Haverstraw Police Department, and the SLA.  On eleven separate occasions between July, 2010 and April, 2011, a confidential informant working with the Rockland County Task Force purchased cocaine from seven different individuals inside the bar, resulting in six arrests for sale of a controlled substance.  A subsequent interview by SLA investigators, the Task Force, and officers of the Haverstraw Police Department determined the licensee and the bar’s manager had knowledge of the illicit drug activity, but failed to alert police officials.  The licensee was charged with sixteen violations of the ABC Law and regulations.  The Ye Olde Mill Inn was also charged by the SLA on November 17, 2011 with selling to a minor.  This matter is currently pending.
