The Wholesale Bureau is responsible for the administration of New York State price schedules, brand label registrations and delinquent/credit statutes. In addition, the bureau provides answers and assistance to manufacturers, wholesalers, retailers, attorneys and other interested parties concerning trade practice issues.

Hurricane Sandy Delinquency "C.O.D" List and Price Posting Relief - Posted 11/01/2012

HURRICANE SANDY DELINQUENCY “C.O.D.” LIST AND PRICE POSTING RELIEF
Due to the large volume of reports regarding wholesalers and retailers being unable to properly conduct their business affairs due to the effects of Hurricane Sandy the SLA will employ discretion in delinquent (“C.O.D.”) list cases as follows:

Retailers will have an additional 5 business days to tender payment for liquor and wine invoices featuring delivery dates of September 27th, 28th, 29th, 30th and October 1st, 2nd, and 3rd, thus making the new final payment dates for them November 5th (for deliveries made on September 27th, 28th, and 29th) and November 7th (for deliveries made on September 30th and October 1st, 2nd and 3rd), respectively. Beer invoices featuring delivery dates of October 15th through October 28th will have a new final payment date of November 19th.

Likewise, delinquent (C.O.D.) list reporting for wholesalers will be pushed back an additional 5 business days so that liquor and wine invoices with final payment dates of November 5th and November 7th will now have a C.O.D. list notification date of November 15th. Beer invoices with a final payment date of November 19th will have a C.O.D. list notification date of November 26th.

Additionally, due to the effects of Hurricane Sandy and in an effort to allow sufficient time for processing, the certification deadline for posting of prices to the December wine-to-retail and liquor-to-retail schedules has been extended from November 5th to November 9th. Neither the price posting viewing date (November 15th) nor the amendment period dates (November 16th through 20th) will be impacted by this extension.

Hurricane Sandy Relief for Retailers - Posted 10/29/2012

In an effort to offset the loss of the final 2 days of wholesale liquor and wine sales at October pricing due to the effects of Hurricane Sandy, wholesalers of liquor and wine may accept retailer orders at either October or November prices on November 1st and 2nd as long as deliveries of all sales at October prices are made by COB on Monday, November 5th.

The agency continues to review and revise applications in order to ensure that the questions and information provided are clear and concise. The prior Wholesale application will no longer be accepted for filing as of December 31, 2011.

KEG REGISTRATION LAW EXPIRES

On November 22, 2010, New York’s Keg Registration Law expired. Licensees who sell beer at retail for off-premises consumption are no longer required to document and track keg sales on State Liquor Authority forms or collect the state mandated deposit. Licensees may still have their own deposit requirements to encourage patrons to return empty kegs to the licensee.

ANNOUNCEMENT - DECEMBER ORDERS - Posted 11/3/2010

Pursuant to ABCL Sec. 101-b(3)(a) and 101-b(3)(b) the Authority hereby grants permission for wholesalers to accept orders for alcoholic beverages from retailers as late as January 3, 2011 at prices posted for December, 2010. All such orders for product at December 2010 prices are to be delivered to retail licensees by January 7, 2011.
